Requiring a county recycling plan to address the collection and recycling of fluorescent and compact fluorescent lights that contain mercury; and requiring a county to submit a revised recycling plan by October 1, 2011, to address this new requirement.

Defining a type of insurance to include a type of bond; authorizing specified governing bodies of a cooperative housing corporation, a condominium, or a homeowners association to satisfy the requirement of purchasing fidelity insurance by purchasing a fidelity bond; requiring a copy of a specified fidelity insurance policy or fidelity bond to be included in the books and records kept and made available by or on behalf of specified common ownership communities; etc.

Requiring each policy of homeowner's, farmowner's, or dwelling insurance issued, sold, or delivered in the State that provides property coverage for a dwelling or personal property on a replacement cost basis to contain a provision that allows an insured to file a claim for the difference between the actual cash value and the replacement cost for the completed repairs or replacement for not less than 2 years after the date of loss.

Prohibiting a franchisor from selling a franchise in the State without first giving a prospective franchisee a copy of the offering prospectus and a copy of each proposed agreement that relates to the sale of the franchise at the earlier of specified times.

Altering the rates for contributions required to be made to the Forest Conservation Fund and a local forest conservation fund on the basis of whether a project is inside or outside a priority funding area under specified circumstances; etc.
