Environmental Policies

I believe that Maryland must do more to promote conservation and alternative energy. Specifically, I recommend the following:

  • Upgrade the Solar Energy Grant Program to mirror similar programs in nearby states. Specifically, provide a 50% rebate of installed costs (rather than Maryland’s current $3,000 maximum for homeowners, $5,000 for businesses).

  • Work with Maryland’s sister states to develop uniform standards and regulations that facilitate Distributive Generation resources and provide smaller users of power with advanced metering technology that enable their active participation in regional conservation programs.

  • Require that all buildings constructed with state funds meet LEED silver criteria. By becoming a leader in the construction of LEED buildings, Maryland would encourage the private and local government sectors to do the same.

  • Modify the state’s “renewable portfolio standards,” which define how much sustainable power the state’s utility companies need to purchase.

I also support legislation that would allow municipalities to negotiate power rates on behalf of their residents. This would enable residents to obtain lower utility rates.
